Currently the Event Handler of the {{JcrResourceBundleProvider}} only invalidates the caches if there was some modification on or below one of the {{languageRootPaths}} (https://github.com/apache/sling/blob/trunk/bundles/extensions/i18n/src/main/java/org/apache/sling/i18n/impl/JcrResourceBundleProvider.java#L180). Since empty dictionaries (without any messages) are not added to the {{languageRootPaths}} (https://github.com/apache/sling/blob/trunk/bundles/extensions/i18n/src/main/java/org/apache/sling/i18n/impl/JcrResourceBundle.java#L199) the following use case is not supported

# create a new empty dictionary without any entries
# create an entry below the empty dictionary

If between step 1 and 2 the i18n bundle is not reloaded the newly created entry is not detected and therefore not part of any JcrResourceBundle.
