I have a fix for this that's part of a larger pull request right now ([https://github.com/apache/zookeeper/pull/627),] however I will be breaking the fix out into a separate PR specifically for this issue.

> ZOOKEEPER-236 was committed with port unification support disabled, because of various issues with the implementation. These issues should be fixed so port unification can be enabled again. Port unification is necessary to upgrade an ensemble from plaintext to TLS quorum connections without downtime.
