When building REEF.NET in VisualStudio 2017, there are files created in {{reef/lang/cs/.vs/}}
 directory, e.g. {{reef/lang/cs/.vs/Org.Apache.REEF/v15/Solution.VC.db-wal}}. This directory _is_ in {{.gitignore}}, but not in the {{exclude}} section of {{apache-rat-plugin}}. We need to update our root {{pom.xml}} to fix that.
