Ok this is done, Two things :-
1. I left current issues unaltered (i.e in None rather than Public)
2. Reporter can set security level and/or be able to see their issue when set to Private (Security Issue)
If 2. is undesirable let me know and I'll remove reporter - meaning nobody can set Security Issues except PMC Role.
