Upgrade to 1.4.0

Hello there,

I recently upgraded my server and clients (TortoiseSVN) from 1.3.1 to 1.4.0.

I'm running svn server in Windows Server 2003.

The news is that no problem was found during the migration. Just running
installer, updated the ".so" and libdb in apache modules and everything is
working fine. From new clients (TSvn 1.4.0) and old clients (TSVN 1.3.1).
