"Unsafe path" error

Can anyone tell why I am getting this error when starting tomcat?

2001-03-14 12:25:24 - Ctx( /best ): Unsafe path G:\BestPilot\src\trs\best
/WEB-INF/struts-config.xml
cannot load servlet name: controller
