   ### Motivation
   
   `UpdateAclUserDTO` had no unit coverage for its validation rules or VO mapping. This PR adds first coverage.
   
   ### Changes
   
   - id is required.
   - `toAclUserVO` parses trimmed numeric ids (null for non-numeric) and defaults admin to false when absent.
   - Tencent permission flags round-trip into the VO.
   
   ### Verification
   
   - `mvn -B test -Dtest=UpdateAclUserDTOTest`: 3/3 passed, BUILD SUCCESS
