To limit the impact of changing Java versions, and modernizing code, we should use static imports for UTF_8 Charset. In 1.6 branch, if guava is not a dependency, a private static final constant could be used with Charset.forName("UTF-8").

This will ensure usages of UTF_8 will merge more easily between branches and replacing outdated means of referencing UTF_8 charset.
