I copied the /webapps/soap directory to %TOMCAT_HOME%/webapps.
And the setting in my server.xml is as follows:
 
<Context path="/soap"
          docBase="webapps/soap"
   crossContext="false"
   debug="0"
   reloadable="true">
 </Context>

i am alex ^^
but how is ur <context> settings in the server.xml
 
docBase='path-to-apache-coap/webapps/soap"
so,it means the path-to-apache-soap is d:\soap2.1  ???
 
and,for privacy,  what time it's u there??
