As https://issues.apache.org/jira/browse/AMBARI-21406 describes,'supported-refresh-commands' can Refresh configurations without restart command.

But it has a few bugs that cause the 'supported-refresh-commands' tags to fail, as shown below,

which they should be to stay consistent with the rest.
