CI on Github broken again

Hi all,

I just filed 3 tickets that all relate in some way to the CI. Two of them 
are actual issues and one is an “issue in the waiting”. The tickets are

Current CI blockers:

* THRIFT-5099 Conflict between crosstest requirements and environment checks 
during build
* THRIFT-5100 Gem::InstallError: byebug requires Ruby version >= 2.4.0.

Potential future CI blockers:

* THRIFT-5098 Deprecated: "The high level Network interface is no longer 
supported. Please use Network.Socket." and other Haskell issues

If someone from the Ruby, Haskell or Python people could have a look on 
these and coem up with a solution, that would be just awesome.
