Windows installer fails

I downloaded the file jakarta-tomcat-4.0.1.exe, and tried to run it. I got an error message that 
said, "Couldn't find a Java Development Kit installed on this computer. Please download one from 
http://java.sun.com." The thing is, I do have a JDK installed on this computer; I use it 
constantly.
