WIP [consensus] adding/removing NON_VOTER members

Added ability to add and remove NON_VOTER member replicas.
Updated the kudu CLI accordingly.  Also, added new integration test:
  * RaftConsensusITest.AddNonVoterReplica
  * RaftConsensusITest.AddThenRemoveNonVoterReplica

WIP: Perhaps, I should continue gathering feedback on this patch
     and adding more tests.
