It is our (unwritten) policy to not list blacklists that don't have well-defined
delisting policies or where it costs money to be delisted.

Also, SPEWS doesn't significantly improve our ability to filter spam -- the
score optimizer generally gives it a very low or zero score.

I'm inclined to continue to not include them.
