Encrypt binary data in SOAP message

Hi guys and girls!

I need to transfer confidential binary data in a SOAP message using Axis 
1.4.
Transport layer encryption (SSL) is not an option!

How can this be handled? Can SOAP attachments be encrypted with standard 
WS-Security means? If so, does WSS4J support it?
Any other proposals?
