I have noticed this on our 1.1b3 install.  In our case it has only happened on one project, and it seemed to pop up after I went in and deleted some of the build history for that project (i.e. went in to the 'builds' tab, checked the boxes next to some builds, then pressed the 'delete' button).

Now I remember I deleted a stalled build (whose state was still "In progress" after 15 hours)
So this might be an extra tip to reproduce the bug..
