This has got to translate to

cp: `include/util_time.h' and `/usr/local/apache2/include/util_time.h'
are the same file

which would mean that your build directory is /usr/local/apache2 and you're
trying to install into /usr/local/apache2, which is not valid.  You need to have
your build directory and install directory be different.

If this is somehow not the problem, please reopen the PR but this time let us
know the source directory and the install directory and translations of any
French messages.  I suspect that the best way to translate is to switch to an
English locale prior to issuing the failing command.
