Description:
The idea is to be able to completely all plugins from Maven core so that they can be hosted externally. However, we should still provide some way so that end users do not have to manually edit and enter 20-70 dependencies entries in all their project's project.xml.
One solution is:
- as part of Maven core, to provide a default project.xml containing a list of "core plugins" along with the associated a list of "core reports"
- allow users to edit this project.xml so that he can tune it to list his favorite plugins
- make any project automatically inherit from this default project.xml
