There is a test to check this situation, {{SystemWorkersTerminationTest.testTermination}}, but now it passes in fact due to {{SYSTEM_WORKER_BLOCKED}} instead of {{SYSTEM_WORKER_TERMINATION}}, and this should be fixed.
