WODEN-148 http location

Keith,
I have committed some code for WODEN-148. I think this will allow you to 
move forward on msg exch tests.  The modified HTTPLocation and the new 
HTTPLocationTemplate classes should work fine for valid WSDL (ie. for your 
test cases). I will need to do some more work and some more testing when I 
return after next week.
