Figured out how to write linking config macros.  Pretty simple actually.

- The current plan is to tackle everything in Section 1 -- which was completed around Feb. '08 but still needs to be checked in (just need to cleanup a couple of `tm` and `lconv` structure macros) -- before moving on to the rest.
