windows-1251 in Subject and From

Is there anything in SA that can trap these messages?

If is_charset_ok_for_locales isn't going to catch this what is?

SUBJECT_EXCESS_BASE64 etc won't work because they only look at  
whether it needs to be based64 encoded or not.
