Hi,
In the Apache Foundation, every project as Project Management Committee. Concerning Apache Logging, we have only once PMC for the four sister project (log4j, log4net, log4php, and log4cxx).
There is a mailing list of the logging PMC : pmc@logging.apache.org.

Anyone can subscribe to an open mailing list. Log4*-user and dev lists are
open. As such, anyone can subscribe freely.
To post a message, many (but not all) Apache lists require the sender to be
a subscriber. It is left to the sub-project to choose the access control
model as it sees fit. (In other words, I don't think the model should be
imposed by the PMC.)

When you try to post the fist time to a group you never post before,
you receive a confirmation mail request. From all the ML I subscribed,
I never receive a spam message from Gmane (other than the message
sended by other ways to the ML).
