[2/6] lucene-solr:branch_6x: Renamed manageRelease.py to releasedJirasRegex.py, cleaned it up a bit, fixed a bug (matching JIRAs not at the beginning of bullets), and added the ability to match older releases' numbered bullets.

Renamed manageRelease.py to releasedJirasRegex.py, cleaned it up a bit, fixed a bug (matching JIRAs not at the beginning of bullets), and added the ability to match older releases' numbered bullets.
