This patch adds the Israel geo data that is missing OOTB.  It also adds a required line to the ofbiz-component.xml file excluded from my last two geo data issue patches per Jacques request.

The geo data from this patch was provided according to these pages:
http://en.wikipedia.org/wiki/ISO_3166-2:IL
http://www.statoids.com/uil.html
