Java 7 and Maven 3

hey guys,

There are several cool new features in Java 7... such as, and you JPLer will probably like this one, file change notifications --��The WatchService API lets you receive notification events upon changes to the subject (directory or file)... also Maven 3 has been out for a while and i would like to start being able to write unit-test using JUnit 4 (Maven2 support is for it is clunky)... probably don't want to start these changes until the 0.4 release goes out (i also have some cas-pge changes to bust out before i get started on this)... so when is 0.4 going out??? :-)

Brian thanks for pushing this. I heard that Paul Ramirez was going to roll a broken release, 
at which point I would be chastised for breaking the workflow build (kidding!) :)

Tell you what. Fixed or not, I'm going to roll an RC if no one beats me to it by Monday. Let's
get 0.4 out the door.
