MNG is for issues about Maven's core, for things like this, I suggest to simply contact the developer list.

You also want to keep in mind that the Java version required to build your project is not the same the version required to run it. I..e. even if some plugins require Java 1.5, one can still build projects/artifacts that support Java 1.4

Last but not least, the Apache parent, just like any other parent POM, provide default values. You are free to override plugin versions or configuration to suite your needs.
