After installing Apache CouchDb from the Website from the Windows (x86) link onto a Windows 10 pc, I was able to run futon sign in and create a sample document in futon using Couchdb. However, when I go to reconnect after shutting my computer down or closing the web browser (I am using Chrome and have used Firefox with the same result) http://localhost:5984/_utils/ gives the following error:

This site can't be reached

localhost refused to connect.
Search Google for localhost 5984 utils
ERR_CONNECTION_REFUSED
```

I have attempted to uninstall and reinstall the program but have received the same result every time after I close the program. Is there a setting I have wrong or is this a problem with where I am downloading this from or does this simply not work on Windows 10? I do not have a firewall that is blocking the website or the application so I know that is not the answer. Any help would be appreciated.
