variable load workload on multiple server

Hi,
I have used the variable workload file in the olio workload and setup
2 application servers (eg., app-1, app-2).
Suppose I set the concurrent user of the benchmark run is 210 and the
workload file is
   100, 98
   200, 210
   ...
Does that mean in the first 100 second, 98 users will be separated
equally on two application servers? Or the first 98 users only access
app-1? Thanks.
