After checking the initial ticket where the command was implemented and digging into the code itself, I don't see a bug. The command is implemented as per CASSANDRA-5742, just to go through all snapshots and sum TrueDiskSize.
There are two options, either to change It or to improve the documentation so the output is understood without ambiguities.
