Hi Mark.  First, have you tried Xerces2?  Although you've put this in the 
xerces2product, you say "this is really for Xerces 1.4.3".  Which is it (or 
both)?  
There's also not enough information about what you're trying to do.  I don't 
understand, for instance, why you want to <include> a schema that you're 
<redefine>ing.  If you <redefine> a schema you are <include>ing it, so 
<include>ing it is certainly redundant, although I'm not sure off-hand if it's 
in error.  

To figure out the problem you're having with undeclared elements, I'd have to 
see your two schemas as well as your instance document.
