[jira] Created: (MNG-574) Add version info to plugins.xml and cache that in plugin-registry.xml

Add version info to plugins.xml and cache that in plugin-registry.xml
---------------------------------------------------------------------

         Key: MNG-574
         URL: http://jira.codehaus.org/browse/MNG-574
     Project: Maven 2
        Type: Improvement
 Reporter: Kenney Westerhof
    Priority: Minor

By caching that information locally, maven only has to check one url to see if a plugin is up-to-date, rather than open a
connection for each plugin encountered.
