plugin move

Howdy,

I'm going to move the plugins now and update the build to reflect
bootstrapping from ../maven-plugins.

I will copy over the RCS files on the server so I can work with the new
setup and remove the remaining plugins from the maven core when I have
it working. I'll post when I'm finished.
