As part of the movement of Subversion to the ASF, we need to transfer ownership and maintenance of the subversion.{org,com,net} domains to the ASF.  These domains will be managed under the direction of the Apache Subversion PMC.  Will payment, registrar, etc. need to be managed by the Subversion PMC, or the infra group?
