global config settings

Hi,

is there a possibility to set some struts-config settings, which will be used by all struts-configs ( several modules ) as default ( i.e. global-forwards, global-exceptions etc. ) ?

One way i was thought about is to add an entity in each struts-config DOCTYPE, which will point to an external file containing all (i.e. global-forwards ). But i think there must be a better way.
