I thiink this is babysitting the users too much.  If they want to shoot themselves in the foot by using shared-lib in the first place, who are we to try to keep them from shooting everyone else in the foot too by exporting their app?  After all, they might have included instructions in their geronimo-plugin.xml about the extra jars needed in shared-lib.
