Just a quick request.  For us in Expresso-land, we have to hack more of the 
configuration system because to be backwards compatible we dump all the struts-
configuration files in a common 'plug-n-play' directory that is not 
necessarily in the servlet context.

If we could override that single method, configuration would be much simpler.

Anyway, super minor quibble compared to the whole.  Great job guys!  Struts 
1.1 is an impressive piece of coding!
