As part of payload to merge mode deprecation, we are moving away from payload whereever applicable. So, we need to revisit all HoodieRecordCreation code blocks to also have a way to create HoodieRecord the non payload way. 
 * HoodieStreamer
 * HoodieSparkSqlWriter (DataSourceUtils.createPayload())
 * Global index paths (HoodieIndexUtils.mergeIncomingWithExistingRecordWithExpressionPayload) 
 * SpillableMapUtils (in some of the read paths). 
 * EmptyHoodieRecordPayload usages.
