For example, trying to use TSNetAcceptNamedProtocol() before TS_EVENT_LIFECYCLE_PORTS_INITIALIZED is a no-op, it single doesn't do anything. However, the call to TSNetAcceptNamedProtocol() looks like it succeeds, because it doesn't know that the ports haven't been initialized (it looks like there simply is no 443 port, so there's nothing to do).
