[I] [Bug][Consumer] Should close the consumer when TopicNotFound [pulsar-client-go]

   #### Expected behavior
   
   We should close the consumer when TopicNotFound.
   
   According to the JAVA client, when TopicNotFound, the consumer is set to state Failed and close.

   #### Actual behavior
   
   Currently, we just stop reconnecting, see:
