Components of the scheduler's web UI jump all over the page as it loads ([FOUC|https://en.wikipedia.org/wiki/Flash_of_unstyled_content]?). It's distracting and looks terrible.

For example, when the landing page first loads it shows the Apache Aurora logo in the top LHS. It then disappears and a blank page is shown. A slightly smaller logo is then displayed with a horizontal rule below that stretches the width of the page. '{{title}}' is then shown. '{{title}}' is then replaced with 'Scheduled Jobs Summary' and a table of jobs is shown. The final page has a nav bar below the horizontal rule and above the title. Screenshots showing the transitions are attached.

The page should either load fully in its final form, or if progressively loading then the components shouldn't change once displayed.
