The biggest thing I see when looking at JIRA tickets/doing queries is issues marked with a fixVersion that are resolved with something other than "Fixed", or something marked as "Fixed" without a fixVersion (often, those should have been "Won't Fix" or "Cannot Reproduce", but it was an oversight).

Most of these are obvious in their use: "Cannot Reproduce", "Invalid", "Won't Fix", "Duplicate", because it's obvious no work has been done. If no work has been done, it doesn't make sense to have a fixVersion on them.

It also seems obvious that something should not be marked "Fixed" without a fixVersion, as that serves no benefit to users querying JIRA.

The less obvious ones are "Done", which is not defined in JIRA's help, and "Implemented", which doesn't have a good definition. Because "Implemented" and "Done" don't show up in the auto-generated release notes in JIRA, I can only assume they mean something like "not fixing, because it's already done". The few tickets I saw that had a fixVersion and one of these resolutions used it that way. Another interpretation could be "Done, but I don't want it to be in the CHANGES, because it's a task done for a particular version, but was a change to the website, not the actual code" or "Implemented, but not tested, so I don't want to advertise that it is resolved in the CHANGES".

I don't personally use "Implemented" or "Done" as resolutions when I resolve issues, but if somebody else uses them in a particular way, I agree we should probably define how they should be used. Personally, I think they should just be excluded from the options, as they aren't clear.
