How to control Default Layout .

Hello,

    I would like to know whether anyone knows how to modify the default 
layout.( with menu's on the left and something on the bottom and top).i can 
override the default but i am not getting the good result.why so.

    I want my initial screen to have link for new user and 
textfield,password with submit button for old user.so  my intial screen 
involves of link and action.I tryed out  but no good result.why so the 
default layout gives so much of pain.why the intial layout arrangement is 
not too flexible for use.is this a bug.or .....

  I am not able to proceed further because of  this problem.

  Thanks in advance if anyone  gives me a better solution.
