[Bug 63126] "ant package-zip" creates zip only containing a few empty directories

That is likely an result of me trying to rescue the build after I broke it
during the code signing process. It looks like the local edits I made to
build.xml to get the build to complete made it into the release. That wasn't
the intention.

You can grab the correct build.xml file from the svn tag.

This was a one-off error and normal service should be resumed in the next
release.
