Apache Monitor fails to start/restart Apache2 successfully

There is a problem with stopping and starting, and restarting Apache 2.0.47 and
2.0.49 from the Apache Monitor on Win XP Pro SP1 with all updates. Testing using
both Mozilla and IE6, attempts to access localhost or 127.0.0.1 after stopping
and starting, or restarting are unsuccessful. Using services.msc and restarting
within that dialogue is successful every time. Uncertain as to whether the web
server is available remotely after using Apache Monitor, but it is unavailable
locally. btw The Monitor reports that the server is functioning.
