   @rabbah 
   The ubuntu nodes in Apache Jenkins are shared between all projects and they don't provide root access and do not allow to change the default configuration. 
   The default configuration is not configured for docker engine is not configure with http API enable on any port i.e 4243
   
   We would need to change all the places we refer to the port to not use the http port and instead use the API over socket file device /vat/... the same API that the docker CLI uses
