leventov opened a new issue #4899: Don't balance segments to an instance while local cache loading is in progress

   Currently as soon as the instance is up, coordinator may (and likely will) balance segments to it, while local cache is still being loaded. It may result in not good balancing or collisions. This ask is to start consider an instance for balancing only after local cache on the instance is fully loaded.
