[RESULT] [VOTE] Publish Apache Incubator Etch 1.1

Hi,

I am closing this vote since we got no additional votes in this list
and the 72 hours have passed.
The vote has passed with the three +1 from incubator PMC members, that
already voted on the
etch-dev@ list.
