Preparing 3.6.2

Hi ZooKeepers,
I have  created the release branch for 3.6.2

Please let me handle branch-3.6 and branch-3.6.2, for any commit to be
cherry picked.
At this point I feel there is nothing more to add to 3.6.2.

I have also cleaned up JIRA for 3.6.2, please do not assign any other issue
to 3.6.2.

If you are aware of any showstoppers for 3.6.2 release please let me know
as soon as possible.

I am preparing the release notes and all is needed for a release.

I expect to have a RC very soon, in a couple of days
