CreateHardLink, which is needed by FSFolder_Hard_Link() and is crucial to
how Lucy commits work, was first published with Windows XP.
CreateSymbolicLink, on the other hand, didn't show up until Vista -- but
we only need CreateSymbolicLink for the TestFSFolder test which is disabled
by default.
